About Rep. Joyce McDonald

Joyce has dedicated her adult life to public service and leadership. Recently, she served as chair, vice chair, and executive pro tem on the Pierce County Council, as well as chair of South Sound 911 and Chair of the Pierce County Flood Control Zone District.

Before her time on the Council, Joyce served five terms in the Washington State House of Representatives. During her tenure in the state House, she focused on community safety, and enforcing tighter sex offender laws and drunk driving penalties. She passed the first bill in the country prohibiting texting while driving and was twice named “Legislator of the Year” by the Washington State Council of Police and Sheriffs.

In addition to her elected experience, Joyce has served her community as a foster parent and parent aid, drug counseling volunteer, PTA and Youth Center president, and a youth soccer and softball coach.

Joyce graduated magna cum laude from Northwest College with a bachelor’s degree in organizational management.

While Joyce was born and raised in Scotland, she is a proud, naturalized American. Joyce and her husband, Gary, have four children and eleven grandchildren.
